EXPERT REVIEW IN INDUSTRIAL SAFETY

In accordance with the article 16 of the Law of the Republic of Kazakhstan “On civil protection” of 11.04.2014 N 188-IV the companies which possess dangerous industrial equipment and (or) perform works using it must:

-apply technologies, engineering devices, and materials which can be used in the Republic Of Kazakhstan;

-conduct testing and diagnostics of process buildings and technological facilities;

-conduct engineering certification of technical devices used in dangerous industrial facilities;

-conduct expert review of technical devices which served up their normal service life in order to assess possibility to further use them safely.

-obtain use permit; it is a document certifying that products listed in the permit complies with the requirements of industry safety used in the Republic of Kazakhstan and can be used and operated in Kazakhstan. The document is issued by the republican state enterprise “Committee of industrial development and industrial safety of the Ministry of investment and development of the Republic of Kazakhstan”.

Engineering certification of equipment and machinery is the procedure which is aimed at detecting defects in construction and determining technical state of buildings or facilities. They are assessed in order to control their state and to find out whether repair or reconstruction works are required.

The buildings and facilities to be checked include: industrial sites, lots, warehouses, and storages; underground and aboveground reinforced concrete tanks; buildings of gas distribution plant; boiler houses, etc.

The reasons for the management to conduct examination:

  • If an object’s strength has declined in merely one point (its foundation, bearing walls, etc.) it might lead to losses (fatalities and extra costs).
  • This procedure is mandatory for dangerous industrial facilities;
  • Based on the examination results the final decision is developed and approved.

If indicators (parameters) comply with regulations and if the measurements are performed correctly, the positive conclusion of industrial expert panel will be issued.

Engineering certification of equipment and machinery includes external and internal inspection of equipment and machinery in order to assess technical status, possibility of safe operation and further maintenance of equipment and machinery with such periodicity and in such terms stipulated by the acting legislation.

TYPES AND TERMS OF ENGINEERING CERTIFICATION OF EQUIPMENT

Engineering certification is divided into

  • primary;
  • periodic;
  • unscheduled,

and

  • partial
  • full

PRIMARY ENGINEERING CERTIFICATION

The primary engineering certification runs in order to confirm that technical equipment is installed and equipped under safety rules and documents submitted when such equipment is installed, as well as that the technical equipment is free of transportation and installation defects.

PERIODIC AND UNSCHEDULED ENGINEERING CERTIFICATION

Periodic and unscheduled engineering certification permits to detect operability of equipment and possibility to further operate it within rated (normative) operating life. During engineering certification non-destructive testing methods can be applied.

The terms of engineering certification is determined by corresponding safety norms and rules and depend on industry, fields of application, and type of equipment.

OBJECTS OF ENGINEERING CERTIFICATION

Under acting legislation, engineering certification is mandatory for the following types of equipment:

  • lifting mechanisms;
  • steam and hot water boilers;
  • pressure vessels;
  • steam and hot water pipelines;
  • reservoirs, process pipelines, gas pipelines;
  • industrial smoke and ventilation pipes;
  • elevators and escalators;
  • buildings and constructions.

SCOPE OF WORKS IN engineering certification

Engineering certification is conducted in the following sequence:

  • checking and evaluation of technical documents;
  • internal and external examination;
  • nondestructive testing (if any defects are suspected);
  • hydraulic testing.

RESULTS OF ENGINEERING CERTIFICATION

The engineering certification results in a record in a passport of equipment indicating permitted work parameters and terms to conduct next certification, which is made by a person who conducts the engineering certification.

Technical diagnostics of lifting machinery, which served their normal operating life, is conducted in order to detect possibility of their further operation and is a document which determines:

— technical state of lifting machine (crane) at the moment of diagnostics;

— working capacity of crane in accordance with its technical parameters;

— possibility and conditions of further operation of crane until the next certification.
